New Jersey judge strikes down sports betting

-  A federal judge ruled Friday night that New Jersey cannot partially lift a prohibition on sports betting in an effort to boost the state’s struggling horse racing and casino industries.

But as the financial crisis in Atlantic City’s casinos deepened, Gov. Instead of legalizing sports gambling in defiance of the leagues and federal government, it called for not enforcing the state’s ban. Silver is the first commissioner of a major U.S. The U.S. Instead, it was seeking to end a prohibition and that it would not regulate sports betting.

While Shipp agreed with the central part of the sports’ leagues argument, he dismissed some of their other arguments.

The ruling comes just over a week after NBA Commissioner Adam Silver said he supports legalizing sports gambling — though not in the way it would happen if New Jersey prevailed. Supreme Court declined to hear the case earlier this year, and it seemed that might be the end of it.

A federal law bans New Jersey and most other states from authorizing betting on sports. “The economic impact that sports wagering can have on New Jersey is far too important to simply shrug our shoulders and move on.”

But Shipp agreed with the sports leagues that setting parameters such as limiting sports gambling to certain places amounts to regulation, but noted, that he “finds that the present case is not nearly as clear as either the leagues or the defendants assert.”

The NCAA and four major professional sports leagues contend that federal law would allow the state to lift the ban entirely — but not to allow sports betting with some conditions, such as limiting it to certain locations and keeping minors from participating.

And while Tribeca, which features trademark outdoor screenings dubbed “drive-ins,” has had success with documentaries and sports films (it features an ESPN-sponsored sports movie festival), it has struggled to live up to its ambitions in a crowded festival calendar.. Last month, Tribeca Enterprises sold a 50 percent stake to sports-and-entertainment company Madison Square Garden Co. Alex Gibney’s unfinished, untitled James Brown documentary will screen, as will the concert film “Bjork: Biophilia Live.” The lineup includes documentaries on Alice Cooper (“Super Duper Alice Cooper”), the Grateful Dead’s Bob Weir (“The Other One”) and jazz trumpeter Clark Terry (“Keep on Keepin’ On”).

But at the 13th annual Tribeca Film Festival, traditional definitions of art forms are very much in flux.

The 13th annual New York festival, which debuts Wednesday night, will present not just 80-plus feature films, but also an “Innovation Week” that seems designed to capture some of the tech energy of South by Southwest.

This year at Tribeca, which runs through April 27, movies are only part of the story.

“Our reality has changed,” says Jane Rosenthal, who co-founded the festival with Robert De Niro and Craig Hatkoff. Video games, too, will be mixed in with the 11th annual Games for Change festival.

Says Rosenthal: “I’m happy to be compared to having a little bit of South By. “We find it by showcasing work — including work that’s transmedia, including work that’s from the Web, including work that’s gaming — but also in just different ways of thinking about it. That’s the future of film festivals.”

There are some notable films from earlier festivals making stops, including Roman Polanski’s “Venus in Fur, Kelly Reichardt’s “Night Moves” and Paul Haggis’ “Third Person.” Courteney Cox will make her directorial debut (“Just Before I Go”), and Joss Whedon will be on hand with a paranormal romance he wrote (“In Your Eyes”).

The festival will, for the second year, feature a category called Storyscapes, with transmedia exhibits that use multimedia techniques to tell stories. Rosenthal says the move illustrates Tribeca’s still-growing aspirations: “We’re ambitious for what we do in New York, and how we can be the very best at what we do.”

Ingrid Kopp, director of digital initiatives at the nonprofit Tribeca Film Institute and programmer of the Storyscapes section, says Tribeca’s increasing tech mindfulness is simply “being honest about how audience behavior is changing.” One exhibit, “Use of Force Protocol,” will feature virtual reality headsets.


Tribeca closes with “Begin Again,” a film about a music executive (Mark Ruffalo) and a young singer-songwriter (Keira Knightley) from director John Carney (“Once”).

“What is the new world of story for a new generation?” asks Gilmore. The Nas documentary, “Time Is Illmatic,” will premiere, followed by a performance by the rapper.

Several big names will be profiled (“Regarding Susan Sontag,” ”The Improbable Journey of Barney Frank”), and other films will present behind-the-scenes looks at artistic endeavor (“Ballet 422,” ”NOW: In the Wings on a World Stage,” ”Dior and I”).

But if the quality of Tribeca’s films has occasionally been in doubt, its spirit of progressiveness and inclusiveness is unquestioned.


Critics have often cited the sometimes less than world-class movie offerings at Tribeca, which takes place between the more sought-after Sundance and Cannes film festivals. And like most teens, its eyes are on a lot of screens.

Innovation Week, which runs April 21-26, will kick off with a talk from Aaron Sorkin, author of “The Social Network,” a not particularly positive old-media take on new media. The event will also include a four-day “hackathon” of workshops for interactive storytelling.

The technology push calls to mind SXSW, the annual conference in Austin, Texas, where the interactive festival has grown, along with the tech world, to arguably dwarf the film and music festivals

Moderation is smart in any situation, but especially when it comes to the Kentucky Derby. In this case, find people who know more about horse race betting than you do.

My books are geared toward people who receive large sums of money or win the lottery, but one of the things I push is the idea of getting professional advice. As noted in my best-selling books, Son of a Son of a Gambler and Life Lessons From The Lottery, my father, Joe McNay, was a well-known Kentucky gambler and bookmaker and I watched a lot of gamblers run through all their money.

About 30 years ago, I stumbled upon a long out of print book called Racetrack Betting: The Professors’ Guide to Strategies by Peter Asch and Richard E. Like the beer commercials say, “know when to say when.” Although what they are really saying is to buy as much of our product as you can consume without passing out or going to jail, the general message is keep it under control. If your horse is trending with a lot of late money going towards it, it means that there may be a rational reason for the bettors to feel that way. I like two late runners who are well-bred for the mile-and-a-quarter distance–Medal Count and Wicked Strong.

Except that when it comes to the Kentucky Derby, the normal rules go out the window. There are always 19 or 20 horses running and in the past couple of decades, the favorite rarely wins. According to the professors, you have better than a 50/50 chance of winning using this strategy. I wait until a couple of minutes before post time to make a selection. Don’t bet more than you can afford to lose.

With so many horses and so many longshots, the odds of hitting an exacta box are stronger than normal and the payoffs are large.

I have a system that works moderately well at other tracks like Keeneland or Fair Grounds and in other races besides the Kentucky Derby.

Since favorites rarely win the Derby, I understand the sentiment. Those seem more like picking lottery winners than picking horses and the professors had the numbers to back that up.

My most practical advice is to bet in moderation. Along with being the Voice of the University of Kentucky Wildcats Basketball and Football broadcasts, horse racing is another area of his expertise.

As noted, this theory doesn’t always work at the Kentucky Derby. Not easy to read or follow, but had some nuggets of advice for the casual bettor.

My first advice about gambling is never to do it.

One media outlet refers to me as a racing expert, but when it comes to the Kentucky Derby, no one really is.

While attending Cal State Long Beach as an undergraduate, Tomb studied drawing with John Lincoln, who in turn was a student of the figurative expressionist Rico Lebrun (1900-1964). There will be living plants and an audio installation that will highlight sounds of the Mindanao jungle. In one memorable sequence executed between 1985 and 1991, Tomb, who does not do commissioned portraits, made several hundred drawings and about 50 paintings of “Richard,” a high school friend. “I had a great time,” he recounts. 23 at 7 p.m.

. Fine art was a kind of parallel fascination, and although 18-year-old Tomb did a few bird drawings at the California Academy of Sciences in San Francisco, art was about something else; at least it started out that way.

The Philippine Eagle is considered critically endangered, with as few as 200 adult birds now surviving in four island habitats. The exhibition is meant to shine a light on the rare and beautiful birds of the Philippines and also to communicate the challenges and tensions these creatures face in order to survive and share a sustainable future with an ever growing Filipino population.

Feb. The Philippine Eagle, which Tomb describes as “iconic, like the panda or the tiger,” might not be around much longer. “I’m not sure which interest came first,” he muses. Huge, shaggy brown and white birds with distinctive crests — Tomb says the crests remind him of lion’s manes — the eagles can weigh as much as 18 pounds. The home where Tomb grew up was filled with landscape paintings by his grandfather, the California Impressionist Sydney Lemos (1892-1944), and he remembers being fixated on the texture of a painted redwood tree in one of them. It all came together naturally.”

Beginning on Feb. Before leaving the Philippines Tomb visited the Philippine Eagle Foundation in Davao where some 37 eagles — many of which have been injured and cannot return to the wild — are being used in a breeding program. The view included “…charred waist high tree stumps of smallish to medium girth and a few random very large stumps of what was the few old growth trees that survived the first clear cutting some forty to fifty years ago.” Tomb’s guide then explained that just a few months before, at the same site, he had observed a very rare Rufous-lored Kingfisher in a healthy second growth forest. Spread across the page are paintings of an Eared Quetzal, a Great Kiskadee, an Emerald Toucanet and many other rare creatures. Spurred by the lingering impressions made by plates of the “Philippine Monkey-eating Eagle,” in his childhood copy of Eagles of the World, Tomb was hoping to experience what he characterizes as “one of the most coveted of all bird sightings.”

Another sobering moment came when the group visited a defunct logging concession near the town of Bislig on Mindanao. “Now there was no Kingfisher and no forest,” Tomb laments.

On the first day of birdwatching all that Tomb and his friends saw was rain, but on the second day eagles appeared. Somehow, an artist’s search for rare beauty brought him towards responsibility, a beautiful thing in itself.

While growing up on an Oakland hillside, artist David Tomb — his last name is pronounced “Tom” as in “Tom Sawyer” — was interested in both art and birds. It was a “huge thrill” to see the birds, Tomb says, comparing the experience to “…going to Rome and seeing a Caravaggio; a beautiful special thing of rarity.”

“I was a bird nerd kid,” says Tomb. At the very top of the page, reigning like a king, is a Philippine Eagle. Together with Peter Barto, Howard Flax, and Ian Austin, Tomb set up “Jeepney Projects Worldwide: Art for Conservation,” an organization devoted to raising funds for the Philippine Eagle Foundation, and to educating the wider public about bird conservation in general. There, they came across a vast, open, treeless landscape. Tomb’s expedition took him to the southern island of Mindanao, then to the city of Cagayan de Oro, then to the tiny village of Dapitan where his gear was loaded onto water buffalo for the trek up a muddy gully to the lodge — a “funky old shack with bats and rats.”

Although a few images of birds cropped up in some of his paintings of the late ’80s, Tomb avoided using them as primary subject matter, despite his continuing hobby of “birding.” Because he is “not a fan of pet birds,” Tomb remained unsure how he might properly observe them, and render their particulars. In the early ’00s there were trips to Mexico and South America, and by 2008 Tomb had begun to publicly exhibit bird-themed works beginning with an exhibition titled “Treasures of the Sierra Madre: Birds of West Mexico.”

Then, after a successful quest for beauty, Tomb took in the downside. The birds are rendered in stunning detail, and Tomb’s expressive line has tightened up to better suit the realism required by his new subjects. More than any other, this particular bird — through its majesty, its rarity, and its beauty — has opened up a new phase in Tomb’s artistic career. Writer Bruce Nixon detected in Tomb an artist who was “…always testing the breadth and depth of what he knows or is willing to consider.” Another key aspect of Tomb’s artistic approach — which counterbalances the artist’s hesitations with his moments of clarity — is that he clearly wants his viewers to join him in the arduous process of ‘scrutinization.’ To put it another way, Tomb is an engaged artist who encourages engaged viewing.

Artist Talk by David Tomb: Thursday, Feb. “Eventually those studies became the basis of birds in paintings. Not surprisingly, Tomb also used the figure as his main artistic vehicle. After earning a bachelor’s degree in fine arts in 1984, Tomb returned to the Bay Area where his work consisted mostly of portraits, including many of friends who would drop by his studio.

As a portraitist, Tomb demonstrated tremendous persistence, developing a practice in which drawing played a key role. Deforestation, the presence of pesticides, mining, development, and poaching are all taking a serious toll. “Tomb uses his subjects’ appearance to get his hand going, not as inroads to their character,” is how critic Kenneth Baker put it. It needed emergency surgery to remove one of its wings, and the next morning Tomb’s friend Peter Barto solemnly took video of the giant maimed bird, wrapped in gauze, blinking its eyes as it came out of anesthesia.

In January of 2011, Tomb set off on a trip that was was a life-changing experience: a visit to the Philippine island of Mindanao to observe the Philippine Eagle. On the night that Tomb’s party arrived a badly wounded adult eagle arrived. Then, in 2004, several friends simultaneously challenged him: “David, when are you going to do bird paintings?” Realizing that he had been given a “signal,” Tomb tentatively returned to the California Academy of Sciences, and got a pleasant surprise as he began to again draw specimen birds. 2 – 29


Tomb’s personal webpage now has a section entirely filled with his bird-themed works of the past few years. Accordingly, he spent many hours with his nose in vintage bird books including the field guides of Roger Tory Peterson (1908-1996), and numerous illustrated books by the American ornithologist and artist Luis Agassiz Fuertes (1874-1927). 2, Tomb’s installation “The Bone Room Presents” in Berkeley will feature works on paper depicting not only the Great Philippine Eagle but also other rare and beautiful endemic birds of the Philippines, including the Rufous Hornbill

I hardly ever believe that laying anything higher than -300 is good advice.

Well right off the bat let’s talk about the main event on this card. A small minimum play on Shane Roller and Manny Gamburyan with confident gambling bets on Jose Aldo and Ben Henderson. . Just always keep in mind that you never need to gamble what you can’t afford to lose. I doubt many people out there feel that Manny Gamburyan has much of a chance here against former champion Mike Brown
